<p>Julia A. Burgos joined Alexandria City Public Schools (ACPS) in July 2020 as the chief of school and community relations where she supports the superintendent as a member of the Senior Leadership Team to integrate communications and foster relationships to position the division as a national leader for high-performing preK-12 educational organizations. Julia also develops communication and content strategies to support organizational presence, fundraising, business development, talent attraction and retention and other strategic goals. In this role, she directly oversees the O?ce of Communications and the O?ce of Community Partnerships and Engagement and serves as the division spokesperson.</p> <p>&nbsp;</p> <p>Prior to joining ACPS, in 2013, Julia entered the educational arena at Arlington Public Schools (APS) as the chief of staff where she supported the superintendent on all projects and initiatives related to the school system. She was a valuable resource to the Arlington School Board, staff, students and families at APS. Julia was no stranger to APS after serving as a volunteer for 10 years with Latinas Leading Tomorrow &ndash; a program born in Wakefield High School where she served as its inaugural chairperson for four years and subsequently as the immediate past chairperson of the Board. Julia has over 30 years of government, public relations, non-profit and program administration experience. Ms. Burgos holds a Master&rsquo;s Degree in Public Relations and Corporate Communications from Georgetown University and a Bachelor&rsquo;s Degree in Communications and a minor in Spanish from Iona University.&nbsp;&nbsp;&nbsp;</p> <p>&nbsp;</p> <p>For two years, through the lens of a program alumnus, Julia provided direct support and guidance to graduate students as an alumni Instructor at Georgetown University&rsquo;s School of Continuing Studies &quot;Capstone&quot; course to successfully complete the Masters of Public Relations and Corporate Communications program of studies.</p> <p><br /> Prior to joining APS, Julia was a senior account supervisor at MSLGROUP where she managed the General Motors (GM) grassroots communications account. In this role, Julia oversaw grassroots events and public relations for GM in the D.C. metropolitan area with a focus on sustainability, universities, military and diversity. Julia&rsquo;s success with this program can be attributed to her extensive network and expertise in the multicultural communications arena.&nbsp;&nbsp;</p> <p>&nbsp;</p> <p>Before delving into the automotive space, Julia was director of Latino &amp; corporate initiatives for the American Diabetes Association (ADA) where she was responsible for the creation, expansion and implementation of <em>Por Tu Familia</em>, ADA&rsquo;s Latino Initiatives Program and Stop Diabetes @ Work, ADA&rsquo;s diabetes workplace program.&nbsp; She worked to conduct program outreach across the country to broaden its reach in the Latino and corporate communities about the seriousness and complications of diabetes. Before joining the ADA, she worked as a community development manager in the UnitedHealthcare Medicaid division where she provided health education to the community while identifying eligible families for Medicaid enrollment.</p> <p>&nbsp;</p> <p>Julia&rsquo;s passion for healthcare and children stemmed from her roles in the government and the hospital system in New York City. She served as the marketing and advertising program director for the New York City Mayor&rsquo;s Office of Health Insurance Access where she helped to establish Mayor&rsquo;s Rudolph Giuliani&rsquo;s HealthStat Program. During her tenure, she was instrumental in facilitating the enrollment of over 350,000 children and adults into public health insurance programs.&nbsp; As a result of her success, she was later reappointed by Mayor Michael Bloomberg to continue this work. Julia also served as a key staff member in Mayor Giuliani&rsquo;s Community Assistance Unit where she worked to resolve high level community issues.&nbsp; She also worked as a public affairs coordinator at Wyckoff Heights Medical Center, a non-profit, voluntary hospital located within an underserved community in Brooklyn, NY. Julia started her service in the community as district office manager for former New York State Assemblyman Javier Nieves in Sunset Park, Brooklyn.</p> <h4>Julia&rsquo;s commitment to service has spanned into her own community. Currently, she serves as vice president at large for engagement for the National School Public Relations Association, the immediate past president of the Chesapeake School Public Relations Association (CHESPRA) and is a board member for ACT for Alexandria. &nbsp;In the past, she served as the president of the Kingsview Homeowner&rsquo;s Association for two years. She was also a Gubernatorial Appointee for former Governor Martin O&#39;Malley as a Management Board member for the Maryland Uninsured Employees Fund Board for close to four years. As a member, Julia worked to help protect workers whose employers are not insured under Workers&#39; Compensation.</h4>

<p>As director of survey research at the Donovan Group, Tracy provides both a research and communications perspective in asking questions, providing insight, and helping find solutions. She has a deep passion for public education, along with collecting and using data to inform decision making.</p> <p>Before joining the Donovan Group, Tracy spent more than 10 years as communications coordinator for one of the largest school systems in North Dakota, where she provided a strategic communications and research focus through her award-winning work. She has presented at several state and national school communications conferences and served a three-year term on the National School Public Relations Association (NSPRA) Executive Board.</p> <p>Tracy holds a master&rsquo;s degree in sociology and a bachelor&rsquo;s degree in communication, both from the University of North Dakota. She has also obtained Accreditation in Public Relations (APR).</p>
