FAQ Answers on NSPRA Communication Accountability Program (CAP) Research Project Survey

  1. How will the e-mail address lists of the district’s target audiences be used? Is it a one-time use?

    Survey invitations can be sent out either by K12 Insight, or the participating school district.

    If K12 Insight e-mails the survey invitations, then the following applies with respect to confidentiality and ownership of the e-mail list:

    • The e-mail address list will be used solely for the purpose of the CAP Research Project Survey.
    • We anticipate sending up to two additional reminders after the initial invitation if response rates are low. Reminders are sent only to non-participants. All invitations contain a link at the bottom to opt-out from reminders.
    • Specifically, e-mail addresses supplied by districts will not be used for any other business, internal or external, to NSPRA or K12 Insight, will not be shared or sold to any third parties, and shall be treated as properties of the districts that supply them.

    If a participating district chooses to send e-mail invitations on its own:

    • K12 Insight will provide an Excel file containing individual links and they may be e-mailed by the district.
    • Each link is good for single-use only to ensure data integrity from ballot-box stuffing.
    • This option allows a district to deploy the survey without sharing e-mail lists with NSPRA or K12 Insight.

  2. Will the lists be shared with anyone else? How will you protect confidentiality of the lists?

  3. Who sends the survey out? Does K12 Insight send the survey directly to the constituent lists provided by the district? Or does K12 Insight download the lists and then provide the district with a link to send to constituents? Is there a way the district can send the survey directly (without providing e-mail lists to K12 Insight?)

  4. Will the district be able to review the survey questions in advance? Will the district be able to provide input on the questions to be asked?

    Yes, there will be a period when we will make the survey available online and links for review will be provided for districts. During this period, we will welcome input from districts. We cannot guarantee we will be able to address all concerns and incorporate all suggestions, but we believe such feedback will help us design a better survey instrument.

  5. Will there be any further contract or confidentiality agreement beyond the commitment of intent? (Something that will ensure that K12 Insight or NSPRA will not use the e-mail lists for any purpose other than the survey?)

    NSPRA will send a confidentiality agreement to confirm participation of districts that submitted the commitment of intent.

  6. The flyer says the survey will be conducted every 2 years. Do you have an estimate for how many years this may be continued?

    NSPRA and K12 Insight will determine the focus of the future surveys depending on the success of the initial program.

  7. Will the results of surveys sent in Spanish be translated into English? Will the results from Spanish surveys be incorporated into the overall district survey results or will they be reported on separately?

    There will be only one set of results provided. If there are significant differences based on the language in which the survey was completed, the report will provide those trends.

  8. Can the survey be sent in languages other than English and Spanish?

    The answer is yes, so long as we can cover the cost associated with translating it. We use certified translation firms since survey responses can be influenced by choice of words. Depending on the length of the questionnaire, this cost can be between $1,200 to $2,000 per language.

  9. If my district would like to customize questions specifically for our use, what would it cost? Whom do I contact about those costs?

    A limited customization is available and it can be in the form of adding, replacing or removing up to FIVE questions relative to the survey that NSPRA, K12 Insight and participating districts finalize. When the survey is finalized, NSPRA will provide a form and detailed contact information which you can use to communicate with K12 Insight for your customization. The cost of this customization is estimated to be $2,900.

  10. Will anyone besides NSPRA receive a copy of my district’s survey results?

    No.

  11. How will NSPRA use the results of this research project?

    Results will be reported according to size of the system as well other self-reported descriptors such as "urban," "suburban," etc. Names of participating school districts will not be identified in any NSPRA reports.

  12. How will NSPRA report the findings?

    A report will be issued at the NSPRA Seminar in San Antonio in July, 2011 and then carried on the NSPRA and K12 Insight websites in August of 2011.

  13. How much would such a survey normally cost a district?

    Somewhere between $15,000 to $25,000.
